MONITORING AND EVALUATION

PowerNotes LLC provides program and fiscal monitoring and third-party evaluations to assist Local Workforce Areas achieve and sustain high-performance.

WIOA Program and/or Fiscal Monitoring

PowerNotes LLC has demonstrated its expertise in providing program and/or fiscal monitoring to dozens of Local Workforce Areas annually.

Section 683.410 of the Code of Regulations requires that each recipient and subrecipient of funds under Title I of the Workforce Innovation and Opportunity Act must conduct regular oversight and monitoring of its WIOA programs. PowerNotes LLC provides program monitoring and fiscal monitoring for Local Workforce Development Boards nationwide.

Many Local Boards contract annually for PowerNotes LLC to conduct its monitoring to ensure an objective and comprehensive review. In the event, a Local Workforce Development Board is also the One-Stop Operator and/or the Service Provider, it may not monitor itself and must identify a third-party to conduct the review. PowerNotes LLC has been providing program and fiscal monitoring services to fulfil the Federal requirements for over twelve years.

This independent and objective monitoring reviews all required documents and agreements in a local area including Board By-laws, Chief Elected Official Consortium Agreements, Elected Official and Workforce Board Agreements, Workforce Board and One-Stop Operator Agreements, Service Provider Contracts, Memorandums of Understanding, and Resource Sharing Agreements. Staff and partners are interviewed. An American Job Center analysis is done including customer flow, resources available, signage, disability compliance, and other important factors. Participant file reviews are done to ensure compliance. A comprehensive report provides administrative concerns, operational concerns, continuous improvement recommendations, and promising practices identified.

Fiscal monitoring expands program monitoring to include financial compliance as required by the WIOA.

Third-Party Evaluations

PowerNotes LLC conducts a comprehensive review of Local Workforce Area operations and program designs and provides recommendations on improvements as well as best practice ideas from around the country. Many Local Workforce Areas conduct a periodic analysis of this type to identify innovative and creative concepts, identify potential areas needing improvement, and to study delivery methodologies. Recently, a Local Workforce Area purchased a mobile unit to offer off-site access to its customers. The area also, based on the PowerNotes review, opened a state-of-the art Youth Center as recommended in the third-party evaluation to focus appropriate program designs on young adults.
